Reports Sub-Committee.

Meetings of this Sub-Committee were held on the 12th January and

The Sub-Committee considered that the Hong Kong despatch containing the Governor's reply to Mr. Chinn's recommendations regarding the Social Welfare Service should be made available to the main Committee.

A copy of the despatch is embodied in

RSC 1/51 attached.

At the second meeting the Sub-Committee considered the following T-ports,

(1) British Guiana 1949

(2) Trinidad 1949

(3) British Honduras 1948 and 1949.

The Sub-Committee made two recommendations to be submitted to the main Committee regarding Community Centres and Youth Clubs; these are contained in separate papers for the consideration of the Committee.

The minutes of this meeting of the Sub-Committee were not available in time for circulation with this note but will be furnished later.

2. Treatment of Offenders Sub-Committee.

This Sub-Committee has met on two occasions and has considered replies from 19 colonies to the Despatch on Corporal Punishment issued on the 1st August, 1950 (T.0.S.C.6/51), and the Bahamas 1950 annual report (minutes not yet available). The 'Cameron' Report on the Penal System of Northern Rhodesia was also discussed (T.O.S.C. 6/5). The minutes of these two meetings will be available for circulation with the next Report.
